Sub-quotas to have wider impact across the country, face legal test

The sub-categorization of SCs and STs, which first emerged in 1975, could have significant implications if pursued by the Modi government. The idea was previously struck down by the Supreme Court in 2006, which ruled that only the President had the authority to create sub-categories. However, the Punjab government reintroduced the preference in reservation to Valmikis and Mazhabis in 2006, an act that was subsequently struck down by the Punjab and Haryana high court in 2010. The appeal is currently pending in the Supreme Court.
